How many states have a rule that allows for the use of the complaint precess for due process hearing decisions? Also, there is a lot of complaining here that mediation is not effective because the agreements are not enforced and are breached.  I have been wondering whether enforcing through the complaint process under a state rule would be an improvement for parents – the ability to enforce in court is a much harder burden, process for parents. Thoughts about this would be appreciated.

Does any other state have something akin to what we call “educational collaboratives” (basically, two or more school committees of cities, towns, and regional school districts enter into an agreement to form a collaborative for the purpose of providing special education services to resident students)? We have been presented at hearing with an interesting question regarding the doctrine of  stay-put vis a vis a collaborative placement, and are seeking input from others who may have dealt with this issue.
