How many states have a rule that allows for the use of the complaint precess for due process hearing decisions? There is a lot of complaining here that mediation is not effective because the agreements are not enforced and are breached.  I have been wondering whether enforcing through the complaint process under a state rule would be an improvement for parents – the ability to enforce in court is a much harder burden, process for parents. Thoughts about this would be appreciated.
