How do you insure the quality of your mediators' performance? Do you periodically observe your mediators at work in order to have a debriefing discussion later? Do you use comediation as a training tool for new mediators?
What are the minimum qualifications to be a special education mediator? Education background/special education degree/experience? Do you have a J.D. or attorney in good standing requirement?

We are in the process of revising our state complaint procedures and would like to get a pulse from this group on one of the items we received a fair amount of public comment on. We have looked at a number of states procedures and due to the great variability we would like to know: IDEA allows any person or organization to file a state complaint against a public agency, so who then is able to participate in mediation? Is it just the parent and public agency, or can a nonparent complainant also engage in mediation?
Do your mediators also serve as hearing officers? If yes, is this a state requirement? For those of you who have individuals serving in dual roles do you just require them to disclose at the beginning of every mediation? I understand the screening protocols needed but we are trying to make sure we are being completely transparent with our clients as well.
