Enforcing DP Decisions

Any experience dealing with enforcement of a hearing decision?  For example, a hearing officer ordered, among other things, that a district arrange for a special type of vehicle to transport a student (a medical taxi) and the district has not 2 months later complied.  The District represents and has logs to show that they have tried but cannot find a vendor to provide the transportation.

How many states have a rule that allows for the use of the complaint precess for due process hearing decisions? Also, there is a lot of complaining here that mediation is not effective because the agreements are not enforced and are breached.  I have been wondering whether enforcing through the complaint process under a state rule would be an improvement for parents – the ability to enforce in court is a much harder burden, process for parents. Thoughts about this would be appreciated.
