We recently received a complaint from an individual out of state who sent an email to one of our districts, which stated: Can an 18 year old adult ed GED student be referred by adult ed staff/parent for a special education eval for a possible IEP? The District responded that they do not provide IEPs for students in GED programs—only accommodations. The individual filed a systemic complaint based on this email chain stating that districts have an obligation to evaluate all students under 22 who have not received a regular high school diploma. The complaint does not involve a specific student and does not cite to a written policy/procedure for the district. We are struggling to determine if this meets the minimum requirements for a complaint.  Thoughts?  Has anyone else received a complaint like this from an individual in MI?
