How are other states handling parental requests that a due process hearing be open to the public?   1) If the hearing is being held in person: a.) How does the school ensure that a sufficiently large meeting room is available for the hearing to maintain social distancing? b.) Can the school impose requirements for attendance such as requiring all observers to sign in and provide contact information (should contract tracing be required); have their temperature taken; wear masks (state mandated at this time); and maintain 6 feet distance?  And can the school or IHO require that observers leave if they don’t comply? c.)       Limit the number of observers should the room become too crowded to ensure social distancing? 2) If the hearing is virtual: a.) How does the hearing officer limit participation in the virtual hearing when the parent has requested an open hearing? b.) If you have had open virtual hearings, how is the meeting invitation shared?  Does the parent send it to someone who they are inviting?  I wouldn’t think we would just want it out there publicly. c.) How does one avoid “zoombombing”?  The typical security measures to avoid this have been to limit the participants, keep the meeting invitation private and only available to participants, and require that the host admit attendees to the meeting rather than having the attendees be automatically admitted to the meeting.  How does this work if the hearing is open to the public?
