I am writing to gather some information about other state complaint systems to help us with our its improvement efforts. My questions for you:
- How does your state define the authority of your IDEA complaint system? Does it include any state special education law/regulation requirements?
- Does your complaint process handle general education, 504, Title 6, and/or Title 9 investigations? If not, does another unit in your agency?
- What does your state call its correspondence to LEAs identifying the issues under investigation and requesting documentation?
- Does your process require that the parties to the complaint to include the opposing party on any substantive submissions to the SEA?
- Does your process permit a complainant to submit a rebuttal to the District's submission?
