This article presents interview research with education officials, parents and parent advocates concerning Scotland's experience with mediation in special education issues.

 

The authors address the following questions: "(1) how are low-level intervention strategies used by schools and local authorities in Scotland to prevent disputes arising in the field of additional support needs or to deal with them at an early stage?; (2) what are informants' perceptions of the new ADR mechanisms, specifically mediation and adjudication?; and (3) what do key informants perceive to be the pros and cons of the new ASN tribunal?"
