As a Consultant with Ed21 Consulting Services, Mr. Carrales has a broad perspective of special education and what it takes to improve results for students and their families. His areas of expertise include data collection, reporting, and analysis processes; data visualizations; results-based improvement planning processes; small and large group meeting facilitation; one-on-one and focus group interviewing; online data collection systems and surveys; report writing; and delivery of presentations to a variety of audiences.

Mr. Carrales spent more than seventeen years with the Texas Education Agency, with specific responsibilities including systems design and implementation; statewide data collection and reporting; the Annual Federal Data Report; State Performance Plan (SPP)/Annual Performance Report (APR); Local Education Agency (LEA) and State Determinations; LEA Public Reporting; and the Commissioner’s Rules for Special Education (Texas Administrative Code) Amendment process. His responsibilities associated with the General Supervision aspects of the SPP/ARP included interfacing and coordinating with the Agency departments responsible for special education monitoring, complaint investigations, mediations, and due process hearings.
